Committee Commends performance report of Ministry

Efforts being made by the Ministry of Capacity Building to boost the capacity of engineering sector, good governance at Woreda administration, the justice system reform and realize civil service reform programme as well as promote the information and communication technology is commendable, committee said.

The member of the Capacity Building Affairs Standing Committee of the House the hon. Wasihun Baicha expressed this while concluding the Ministry’s nine-month performance report of 2000 fiscal year submitted to the House of Peoples’ Representatives in its 25th regular session held on 22 April 2008.

Hon. Ato Wasihun stated that the Ministry of Capacity Building has realized reforms on the courts aimed at ensuring speedy trial and bring change in the justice system and also to build the capacity of engineering sector, good governance in Woredas as well as promoting the ICT.

Besides, the Ministry has to be signified about its budgetary utilization and should properly realize Business Process Reengineering programme in the Ministry, the hon. Wasyhun Commented.

Meanwhile, his Excellency Ato Tefera Walwa, Minister of the Ministry of Capacity Building responded to several questions raised from members of the House during the presentation of the report.

Ato Tefera said that in order to enable government institutions build democracy and good governance, accelerate social, economic and political developments so as to perform their tasks in line with accountability, transparency, effectiveness, efficiency and equity, his Ministry has strived to realize the civil service reform programme which resulted in registering promising changes.

Furthermore, the Ministry has changed the curriculum of legal education, implemented reform programme in courts, trained prosecutors and nominated judges, revised the existing laws to be consistent with the constitution of the FDRE in a view of ensuring supremacy of law, and speedy trial in Ethiopia, the minister underlined.

With regard to good governance and capacity building at Woreda Administration levels, his Excellency expressed that to build the capacity of execution and accelerate good governance in rural kebeles and Woredas, the ministry has trained leaders of the kebele where commendable changes have been achieved.

As far as information and communication technology is concerned, his Excellency Ato Tefera asserted that the Ministry has framed policies, strategies and carried out studies to intensify information and communication technology in the country to get Ethiopia moving along with the global world.

Similarly, the Ministry has reformed the Engineering Education of Tertiary level, and the system of technical and vocational education and training as well as technology transformation of quality infrastructure in the building technology, his Excellency said.

Meanwhile, the House has also referred the proclamation to ratify Federal Government Additional Budget to the Budget and Finance Affairs Standing Committee with a majority vote for further scrutiny by taking into consideration the questions and comments suggested by the members of the House.
